James
P. Kelly is the founder and managing partner of Kelly Law Firm,
P.C. He has practiced health law in Atlanta for thirty-one years.
His practice focuses on corporate, regulatory and reimbursement
issues for health care providers. A substantial portion of his
practice involves administrative appeals and other resolutions
of Medicare Part A and Part B disputes. He is often consulted
by other health lawyers around the country concerning difficult
issues in Medicare administrative appeals, and in related areas,
including the development of substantive health law defenses in
Medicare qui tam litigation, false claims proceedings,
Medicare coverage of new products and services, and other difficult
problems of the health care regulatory environment.
Mr.
Kelly lectures and writes frequently on health law topics. Prior
to founding the health law boutique of Kelly Law Firm, P.C., in
1986, he practiced with several large and medium sized law firms
in Atlanta. He served for six years on the Board of Directors
of the American Health Lawyers Association, and has been named
an Inaugural Fellow of the AHLA. He is listed in "Best Lawyers in America" and as a Georgia Super Lawyer by Atlanta Magazine. Mr. Kelly is assigned Martindale Hubbell's highest "AV" rating.
Mr.
Kelly graduated from Harvard College in 1968, where he won the
Landon Prize, and Harvard Law School in 1975, where he served
as an editor of the Harvard International Law Journal. He served
as a Captain in the United States Army from 1968-1972.
He
is admitted to the bars of the U.S. Supreme Court; the U.S. Court
of Appeals, First, Sixth, Eleventh and Federal Circuits; The Court
of Federal Claims; the U.S. District Court for the Northern District
of Georgia and the State of Georgia.
Mr. Kelly's most recent achievements include being recognized in the March 2008 issue of Forbes Magazine. Mr. Kelly has again been listed in the "Best Lawyers in America" as well as being voted by his peers a Georgia Super Lawyer for the 4th straight year.
